  16. Agriculture, replacing Clayton Yeutter, who will leave the
  17. Cabinet to become chairman of the Republican National
  18. Committee; in Washington. During his 18 years in the House,
  19. Madigan has proved adept at compromise with the Democrats when
  20. necessary. In 1989 Madigan's accommodationist reputation cost
  21. him the job of House Republican whip when the confrontational
  22. Newt Gingrich beat him by two votes.
